The 2026 study-permit context

Canada continues to manage international-student intake through a national cap. For 2026, IRCC allocated 309,670 application spaces for applicants who require a provincial or territorial attestation letter (PAL/TAL). Not every applicant requires a PAL/TAL, so the first planning step is determining which rule applies to the person and program.

Study-permit planning checklist

1. School & program

Confirm admission to a Designated Learning Institution and research whether the program fits the academic/career plan.

2. PAL/TAL

Determine whether a provincial/territorial attestation letter is required or an exemption applies.

3. Financial ability

Plan tuition, living expenses and travel/other costs with clear source-of-funds evidence.

4. Genuine study purpose

Explain why this program, this school, this time and how it connects to prior education/work and future goals.

5. Temporary-resident requirements

Address ties, immigration history, admissibility and the obligation to respect temporary status.

6. Post-study plan

Research PGWP eligibility before enrolling if post-graduation work is part of the plan.

DLI does not automatically mean PGWP

A school appearing on the DLI list does not by itself guarantee that every program is eligible for a Post-Graduation Work Permit. Research the specific institution, program, credential, study mode, length, field-of-study rules where applicable, and the PGWP rules in force when planning.

After arrival

Maintain statusTrack permit expiry and apply for extensions or changes before deadlines where eligible.
Respect work conditionsStudy-permit work authorization is conditional. Confirm current on/off-campus rules before working.
Changes matterChanging schools, programs, study level, leave status or study intensity can affect immigration compliance and later PGWP research.
GraduationPlan the PGWP application window and required completion evidence if eligible.
FamilySpousal work-permit eligibility is not automatic for every student; verify current rules for the student’s level/program.
PR planningCanadian education can support some future pathways, but admission to a school is not a promise of permanent residence.

Common refusal-risk areas to examine

  • Weak or inconsistent study purpose.
  • Insufficient, unclear or recently-arranged funds without explanation.
  • Program choice that appears disconnected from prior education/work without credible rationale.
  • Incomplete disclosure of immigration history or prior refusals.
  • Documents that do not support the facts stated in the forms and study plan.
