Quebec Immigration

Quebec selects many economic immigrants through its own system. Research PSTQ, Arrima invitations and Quebec-specific requirements separately from the PNP.

Quebec is not a Provincial Nominee Program

Quebec has a distinct immigration selection role under Canada–Quebec arrangements. For skilled workers, the current Skilled Worker Selection Program (PSTQ) uses Arrima and is organized into four streams. Candidates should not treat Quebec as another PNP province or assume federal Express Entry criteria apply to Quebec selection.

PSTQ structure

Stream 1Highly qualified and specialized skills.
Stream 2Intermediate and manual skills.
Stream 3Regulated professions.
Stream 4Exceptional talent.

Arrima invitation research

Quebec publishes invitation exercises with detailed criteria such as occupation, French ability, work experience, education, Quebec connections and other stream-specific factors. Instead of reducing Quebec to one “score,” Canimpro will track each exercise by stream and criteria.

Plan the whole journey

  1. Identify the Quebec program and stream that matches the intended immigration goal.
  2. Review French, occupation, education, licensing and work-experience requirements.
  3. Create or maintain the required Arrima expression/profile where applicable.
  4. Review invitation criteria for the specific exercise rather than relying on generic summaries.
  5. If selected by Quebec, complete the Quebec selection stage and then the applicable federal permanent-residence/admissibility stage.
