Certificat de Selection du Quebec (CSQ) Application

Selection and admission are two different stages that must be completed before an application for immigration to Quebec can be authorised. Admission is handled at the federal level, whereas selection is handled at the provincial level. To immigrate to Quebec, an applicant must meet both the selection and admission standards.

This is the application process for skilled employees who desire to live in Quebec and become permanent citizens of Canada. Quebec and the Canadian government have a special immigration arrangement. The province has its own set of criteria for selecting immigrants who will fit in nicely.

You must apply in two steps to immigrate to Canada as a Quebec-selected skilled worker:

Request a Quebec Selection Certificate (Certificat de sélection du Québec [CSQ]) from the Quebec government. The Province of Quebec will evaluate you based on its own set of rules. The certificate verifies that you have been approved as an immigrant by the Province of Quebec.

If the Province of Quebec chooses you and issues you a CSQ, you must apply for permanent residency with Immigration, Refugees and Citizenship Canada.
